The parliamentary groups of the PSOE United We Can PNV and ERC have presented this Tuesday a joint amendment to the reform of the education law that contemplates a new distribution in the setting of the school curriculum.
In the new system the Government sees the percentage of content it decides on reduced by 5 The percentage is won by the autonomies and the educational centers
The amendment advanced on Monday by this newspaper and for which the signatory groups have agreed to more support from other groups of the Pedro Sánchez investiture bloc modifies article six of the bill and establishes the following
The minimum teachings which are those determined by the Government will require 50 of school hours for the autonomous communities that have a coofficial language and 60 for those that do not
In the legislative project as well as in the Organic Law on Education approved in 2006 by the Socialists the Government set 55 in communities with a coofficial language and 65 in those without it
That 5 difference is equivalent to approximately one and a half hours of class a week
The PP removed in the current law the Lomce the distribution system by percentages and changed it to a scheme in which the Government fixed the curriculum of the core subjects leaving the autonomies the ability to fix it in the specific subjects and free configuration
But in an amendment presented by the popular to the current bill they now favored the same distribution that appears in the bill 55 for the communities with a coofficial language and 65 for the rest
The amendment is not limited however to reducing the percentage decided by the Government and increasing that of the autonomies but establishes that a part of the curriculum must be defined by the educational centers themselves
The text presented by socialistas Unidas Podemos Esquerra and PNV states The educational administrations will determine the percentage of school hours available to educational centers to guarantee the integrated development of all the competencies of the stage and the incorporation of the contents of transversal character to all areas subjects and areas
The objective according to parliamentary sources is that the autonomies also cede part of their ability to set the curriculum to schools and institutes a field in which Spain grants them little autonomy compared to the average for OECD countries
The same sources add that the PISA tests reflect a positive relationship between school autonomy and student performance in Science which is higher in schools and institutes with more disadvantaged students
The educational centers the amendment adds must direct that schedule that they will win and whose percentage the autonomies must decide to the reinforcement of basic competences and crosscutting elements such as human rights or affectivesexual education
The amendment was scheduled to be voted on this Tuesday but finally the Lomloe presentation has postponed it to Thursday.
